两个一样吧，一般 in省略的用法在英文文章中较多。尽量省略。
短语的意思是“ （人、组织）花费时间、金钱、精力 在做某事方面 ”
Now more and more city alts spend their leisure time （in）trying to improve themselves at school or college.
另外spend……on、for、with 的形式都有
spend all their resources on the projects
spend 4 dollars for a ticket.
spend the whole afternoon with my friend
如果你需要区分，区分的应该是take 花费，take翻译为”占用“，主语为物、事情
it takes sb stime...
