我这里有复旦大学出的权威语法书，结果另我自己都大吃一惊！ 我把其中内容打下来给你看：
当这两词后面紧跟or not时，例如：we didn't know whether or not she was ready.此时只能用whether.
但是！！注意了！后面说：whether或if均可表示“是否”的情况如下：引导宾语从句，例如
I wonder whether/if the news is true or not.
帮你翻语法书时我自己都惊呆了，因为平时老师一直说or not用whether,看来老师说错了！
PS:这本语法实践指南是我们上海几乎每个中学都配的，复旦大学出的，没人敢质疑它的权威性！所以你这道题答案没错，符合宾语从句的用法！哎 ！我仁至义尽了哦

没有这种搭配，只有whether or not的固定搭配。
whether和if的区别主要有以下几点：
1、whether后可加不定式,if不可以。
eg.I am not sure whether to resign or stay on.
2、介词后只能用Whether.
eg.It depends on whether the letter arrives in time.
3、Whether可以引导主语从句.
eg.Whether they win or lose is same to me.
4、Whether后可直接加or not.If则不可以。
eg.He will be happy whether or not i get the job.

Both "if" and "whether" can introce a subordinate clause: "I was wondering if you would come" and "I was wondering whether you would come". However, the phrase "whether or not", as in "I was wondering whether or not you would come" is okay, but "if or not" in the same context seems not okay - google searches bring up 100 million hits for the first phrase, but just 15,000 for the second. This came up in a class I was in, and I was surprised because I do use "if or not" in informal speech; why are these two phrases different? In both cases the "or not" is rendant, if you think about it.
